The Fieldset legend marked as required is missing a red asterisk

Problem/Motivation

When using the entity reference field type, required fields are not styled to have the red asterisk.
The form-required class is in the mark, but no styles for it.

Steps to reproduce

Added the entity reference field to the node that is required (media for example)
Observe when creating content that the red asterisk is missing

Proposed resolution

Update the styles to account for this. The core/themes/claro/css/components/form.css and core/themes/claro/css/components/form.pcss.css
