During import id is NULL/empty in ConfigEntityStorage.php

Problem/Motivation

During drush config-import, the id for certain entities is NULL or empty.This causes errors and stops the import.

Steps to reproduce

Proposed resolution

Check that the id has a value and return out of the loop and post an error message.
