New field creation UI is not tabbable

Problem/Motivation

The new field creation UI elements from 10.2 release is simply not tabbable. So you can't create a new field without a mouse or touchscreen now.

Attached a video with example.

Steps to reproduce

Try to add a new field and select not the first field in the list without mouse or touchscreen.

Proposed resolution

Fix it.

I think #3390914 📌 Grid-style field type keyboard navigation Needs work is related directly, but it solves another problem as I see.

Hi, I'm setting this as "won't fix". It will be fixed when 📌 Field selection breaks conventions and increases cognitive load Needs review is completed. That issue changes the field type selection from radio buttons to links and has already passed usability review.
