Relying on entity queries to check access by default

I tested this patch, works as expected, I no longer see the warnings in the "Upgrade Status" report page (/admin/reports/upgrade-status)

I was going to put this back because nobody really batted an eye at the accessCheck(FALSE) where the equivelant would be accessCheck(TRUE), but given this is admin context of the form it makes sense to ignore access checks to validate a path.
