With the help of @leslieg and @chrisfromredfin, I did some quick research on creating some guidelines for us and began writing a Google Doc ready for review. The Google Doc has commenting turned on, so anyone who has time can provide feedback.

That would be fine to use. The category updates usually donโt land as code changes, so they donโt need to be in the Drupal.org customizations project. If there is a migration or UI change, that does need to be in the Drupal.org customizations project.

I think the guidelines could use an introduction paragraph before getting into the workflow/policy. What are these categories? How are they used? Why are they important?

@leslieg thanks for adding me to the google Doc! I think I have what I need now. I agree with @DrummThe google doc seems to be too verbose for posting on D.O. at least without a summary/introduction. I will pick this issue with the following steps:
In the Google Doc: incorporate comments into a near final version
Create a Summary/Introcduction section
Update the Issue Summary with the plan
Request final comments on the google doc

Marking Needs Review - changes made in the Google Doc.
- We need to clearly identify where these issues are to be created. - Would that be the site moderators queue?
One comment noted site moderators currently can only modify (and delete?) categories. Adding terms can only be done by a drupal.org webmaster.

Site moderators is the new name for Drupal.org webmaster.
The two taxonomy-related permissions are only edit & delete, so โeditโ ought to imply add.
The two roles/projects that have access are https://www.drupal.org/project/site_moderators โ & https://www.drupal.org/project/content โ , so whichever matches this task closest
