Do we have a header or footer that should go on this page? In particular, I’m interested in a link to guidelines for site maintainers to handle new category requests.

My proposed text for the beginning / header of the view:
===Contributed (“contrib”) module projects on Drupal.org can be categorized with up to three categories from the following list. Since different people can have different understandings of terms at a glance, the descriptions provided below should help clarify what terms mean and provide insight into which module projects are good examples of that category.
If you would like to request a change to the following list, please file an issue in the drupalorg queue → . Use the “Task” Category, the “Documentation” component, and add an issue tag of “module project taxonomy.”
Please review our [guidelines for changes](link TBD) before submitting a request to add, update, or remove terms from this list.

Updating Chris' text a bit and adding link to the "Guidelines for Module category changes" issue
Proposed text for the beginning / header of the view:

Since different people can have different understandings of terms at a glance, the descriptions provided below should help clarify what terms mean and provide insight into which module projects are good examples of that category.
If you would like to request a change to the following list, please file an issue in the drupalorg queue. The issue title should start with “Module Category Change:” (e.g. “Module Category Change: Rename ‘Decoupled’ to ‘Headless’”). Use the “Task” Category, the “Documentation” component, and the issue tag “module category change” so they can be easily identified and followed by interested members of the community.
Please review our " Guidelines for module category updates 📌 Create guidelines for adding new categories Needs review " before submitting a request to add, update, or remove terms from this list.

My only suggestion is it could possibly be shortened, however, as this rolls out this longer explanation is realistic.
I would be a +1 for RTBC

My only comment here is, though I like the example template, let's not set ourselves up to be picked on. Change
"Module Category Change: Rename 'Decoupled' to 'Headless'"
to
"Module Category Change: Rename 'Apple' to 'Banana'"
...I have updated the issue summary and marked NR.

@drumm - give this a review and let us know if there's anything else you think you need!

Where are the actual descriptions of the categories? I looked for them first at 🌱 Migrating "Categories" on Drupal.org Project pages Fixed , since it would be convenient to update the descriptions as the categories are updated.

It looks like 📌 Create guidelines for adding new categories Needs review is not ready yet, and that should be made official first.

Currently, any change in the module categories requires an issue in the Drupal.org content queue → , which has a component value for those requests. If that is changed, there are probably other documentation pages that need to be updated; furthermore, that component in that issue queue needs to be removed.

I think the header/footer text is done. Making sure the process is updated everywhere can happen with 📌 Create guidelines for adding new categories Needs review

Was where this page should land discussed? I think under https://www.drupal.org/docs/develop/managing-a-drupalorg-theme-module-or... → may be the best place.

The page is now at https://www.drupal.org/docs/develop/managing-a-drupalorg-theme-module-or... →
I shortened the header text since 📌 Create guidelines for adding new categories Needs review should cover everything about maintaining categories once done.
