The 8.x-3.2 version is marked as Drupal 10 compatible:

I got co-maintainer from the original maintainers, but not enough to also create a release, I've asked to create the release and this hasn't happened yet, I would like to create the release.

I understand the frustration over the lack of permissions to create a new release, but the procedure for getting assistance from the site moderators to be promoted from co-maintainer to maintainer (i.e. a role with permissions to create releases) does not permit reusing an old issue offering to co-maintain (which is exactly what was granted). I.e. you must:
- Open a new issue in the project's issue queue where you offering to maintain Health Check URL.
- PM the owner about the offer, and record that you sent this PM in the issue summary.
- Wait at least 14 days for a reply.
- Move the issue to the Drupal.org project ownership issue queue for processing the the site moderators if there is no reply.
Moving this back to Health Check URL issue queue. There is nothing to do here for the site moderators.

Truly, getting the Administer releases permission does not mean becoming maintainer, as long as the Administer maintainers permission is not given too.
I am going to contact the project owner.

Since the project owner already replied in this issue, I just contacted him asking to comment about giving the Administer releases permission, the permission required by borrison_.

If the new permission is not granted, at least karthikeyan-manivasagam could create a new release from the 8.x-3.2 tag.
