Breaking an anchor tag break special character in non html entiries

when breaking a anchor tag in to URL and text separately breaking the HTML entities special character into non-HTML entities

e.g & => & also other entries like -, space etc.

output 1. https://exmaple.com/project/view
2. Project & Works // It should be origin project & Works

So final output should be
1. https://exmaple.com/project/view
2. Project & Works
