Problem/Motivation

#2974016: Add "committer team facilitator" and "core initiative facilitator" roles to core governance → added the "committer team facilitator" and "core initiative facilitator" roles to core governance. There are already people working in these roles for a few years. Pameela was already in MAINTAINERS.txt as a committer team facilitator, despite the role not being documented.

Add Gábor Hojtsy to the maintainer list as a core initiative facilitator to complete documenting the status quo.
