I confirm that, it does not work with anonymous users and neither with all authenticated users.
On my site, users with the power to create content do see and can utilize the PWA button. But without, no.
I think it will be necessary to add the access control in the PWA module.

Could someone else confirm if the issue is only present in incognito, if so the functionality is correct

I just installed the module and not seeing the block as any user, nor is the "install app" option available in the chrome browser menu.

This happens, because internally, the module only works if the user has the 'access content' permission. This will get fixed inside π Modify 'access content' permission to 'enable' this module Fixed . If this still won't fix the issue, we have to have a deeper look into it.
