Background for shortcut and user account menu links in classic drupal toolbar

I've created a patch for this issue, please review and verify the patch.

Reviewing the patch. Hence assigning the issue to myself.

I have checked the patch "gin-toolbar-hover-fix-3362460-2", working fine.
Go to appearance and gin theme settings and select the Navigation to "Legacy, Classic Drupal Toolbar"
