Edit view screen, visually indicate that displays are disabled

This actually looks more like a core bug than a feature request?

Lodged an issue in the Core views.ui queue, which may be bubble out to the various default themes.

Thanks Chris, I assigned the GIN issue to myself and set it to postponed! Will keep an eye on both issues!
