Reproduced the issue on local with core 9.5 and admin toolbar version 3.3.2.
created a patch "search-results-are-hidden-under-the-toolbar-3357815-2.patch".

File modified : admin_toolbar_search/js/admin_toolbar_search.js

Testing Steps: -

Install the drupal 9.5 and admin toolbar version 3.3.2

Enable admin toolbar version 3.3.2 and support module

Download the patch and applied admin_toolbar_search/js/admin_toolbar_search.js

Result : - Needs Review
