I added some content based on the https://www.drupal.org/docs/core-modules-and-themes/core-modules/announc... → page and some additional bits suggested in the slack thread https://drupal.slack.com/archives/C220WV2TW/p1682557728113689.
I created a MR since it's easier to discuss wording, insert suggestions, etc from the MR than with a patch.
