[META] SDC: Improve and extend documentation

@n0d_ mentioned during our call that we should probably mention the relationship between SDC and design systems in our docs. SDC enables building design systems, but it's not enough on its own.

Moved documentation (as-is) to Drupal.org (still lots of work to be done):

Congratulations on getting SDC into core!

I was reviewing experimental extension documentation and found that SDC is not listed. It should have a page at Experimental modules → , And when it is no longer stable that page will move to the 'Core Modules' guide.

I see there is existing documentation at https://www.drupal.org/docs/develop/theming-drupal/using-single-director... → with parent guide of "Theming Drupal". That could be used. But if the parent guide were changed to 'Experimental extensions' then something needs to be added/changed in "Theming Drupal" so it is found.

I added this as an item to the Issue Summary.

The contents is very minimal, and it points to the previously existing documentation guide.

I marked that page as needs review. Who is the best to review it?

Once this is done, I believe we can close this META! This took a lot of effort that mainly happened at DrupalCon Pittsburgh and after that.

Know there is nothing to commit but I reviewed all the documentation page post, learned some good stuff along the way about SDC. And think this can be marked fixed. Will let @quietone do that though.

I was asked by e0ipso to comment because of my previous comment, #10.

I have looked at Experimental modules → page and am pleased to see that there is a page for Single Directory Components. That page links to the much more detailed SDC guide that already exists in the 'Theming Drupal' guide. And I see that @smustgrave has learned a some 'good stuff' from reading that. :-)

I see that all the child issues are fixed and I do not see anything in the comments that needs to be done.

Therefor, I am marking this fixed.
