Create a documentation F.A.Q. page for Single Directory Components

I've reviewed the outstanding content in the FAQ doc and left suggestions as well as several questions that need follow up. I would be happy to follow up again once changes have been reviewed and as additional questions arise.

As discussed on Drupal slack, i've created a first draft of a FAQ page with the contents of the shared Google DOc:

I tried to remain as close as possible to the doc, but I felt the need to add the following changes:

• Merging several questions that were duplicated
• Marking all questions still pending on the doc as TBD (To Be Done) on the Drupal.org FAQs
• Small corrections, typos and spelling.

Also, when I created the page I tried to give a higher weight so that the page would be the last in the guide (as it is common with FAQs), but I failed to get the correct weight. Now I don't have the permissions to change it, so we will need a user with more privileges to move it to its final destination.
