SDC: Move the documentation from markdown to Drupal.org

I’ve been going down into a rabbit hole to find where would be good to add SDC documentation in drupal.org and given its current information architecture I think its place once in core would be https://www.drupal.org/docs/develop → as a new guide? An alternative could be maybe https://www.drupal.org/docs/develop/theming-drupal → , but that would mean a restructure of it.

I think under https://www.drupal.org/docs/develop/theming-drupal → would make sense. We probably should look into what's there and try to improve it, but it doesn't have to happen as part of this issue.
