Promote nod_ and justafish to full JavaScript package committers, and add them as provisional frontend framework managers

I accept the promotion to full js package committer as well as the provisional FEFM role.

I have read the various documentations related to this change, namely

Not sure if this needs community input also but have worked with nod_ on a few tickets and he was a key driving force for the needs review queue initiative. Offered tons of guidance and helpful tips to get that off the ground. So glad to see the promotion!!

Also piling on the praise for @nod_. I have nothing but great experiences collaborating on issues together.

Like @smustgrave, I am not sure this need community input either. I am also here to celebrate! Yay!

This has signoff from all the non-provisional committers including Dries, so it is not really "my" patch and I am comfortable committing it.

I also have granted the relevant permissions on the core project node.
