Update terser from 5.16.1 to 5.16.4

Problem/Motivation

At some point before releasing Drupal 10.1, we'll want to do a yarn upgrade. I wanted to see what would happen if I did one now, and I found that the terser upgrade caused changes to a couple of jQuery UI's *.map files. Because of that, I think it would be good to get that upgrade in now.

This patch was generated per the instructions in #3280275-3: Set up a formal process for ensuring JavaScript dependencies remain up to date → .1, except replacing the yarn upgrade command with yarn upgrade terser.
