Join forces with Better Formats?

Moving allowed formats to core has been worked in 📌 Allowed formats are in Drupal 10.1 now, add an upgrade path Fixed and released in 3.0.0 → . The other feature that this module offers, hiding about text formats link, is still provided by this module but there is ✨ Add an option to 'hide filter tips' on text fields Needs work which aims to move it to core as well. If that lands in core, this module is obsolete. It will probably need a 4.x branch just to provide the update path. That said, I have no idea if merging the 2 modules is still feasible.

Also, starting with 3.0.x, the module's name (Allowed Formats) and machine name (allowed_formats) doesn't reflect anymore what the module provides. I think Better Formats would be a better choice.
