Properly instantiate a queue in _batch_queue()

Problem/Motivation

Trying to pass new $time argument to queue object for #3123216-48: Replace non-test usages of \Drupal::time() with IoC injection → but Memory does not need database connection argument and $name argument also unused.

Proposed resolution

As the only 2 classes expected, see _batch_populate_queue(): 'Drupal\Core\Queue\Batch' : 'Drupal\Core\Queue\BatchMemory' use to check parent class
