Hi, I replicated the issue and can confirm that the issue persist. Currently, to visit/add any custom permissions to the Custom Permissions module configuration page no menu item has been provided. It is hard for a normal user to find the module configuration. To access the module configuration, the users have to visit the Extend page and then after the module configuration can be accessed which is not a good user experience.
I've applied the provided MR as a patch and it applied cleanly without any errors. After applying the patch, a new menu item named "Custom permissions" has been added under the "People" menu allowing user to access the module configuration page to enhance the user experience. I'm attaching the screenshots of before and after fixes for reference. As the MR is resolving the mentioned issue hence, moving it to RTBC. Hope to see this fixes in the new release of the module.Thanks!

I confirm the issue: The module doesn't define any menu link in the administration menu.
Currently, the module is only accessible through the "Configure" link on the module's extend page, or as a tab (local task) on the User management page (People).
It would be very practical if the page could also be accessible through the administration menu, which most users see through the
admin_toolbar
module.I haven't tested the changes from MR!5 but looking at the changes, they would seem to accurately address this issue.
Any feedback, comments or questions would be greatly appreciated.
