I applied MR !4 after commit #9 and I confirmed that it updates the README.md file, removes the README.txt file, and the README.md file has meaningful content than before and followed the Drupal README.md Template. Below is the content of README.md that the MR !4 creates

# Google analytics server triggered events

Ever wanted to trigger a google analytics event when something happens server
side? Like a node was saved, a user created or maybe a purchase completed? This
module enables you to do that.
