Replace README.txt with README.md

Patch is working and marking it to RTBC.

It would be better if somebody else would review the MR.

Reviewed MR!1, the file does not follow the readme.md file template instructions

1. Project page and issue is missing from the Introduction section.
2. Use - Hyphen instead of * Asterisk.
3. Supporting organization should have a different section and not mentioned in maintainer section.
4. Links should have a meaningful link text, for example:
[Drupal](https://www.drupal.org/) (i.e. not just the URL)

Reviewed MR!1, the issues are not yet fixed.
