Replace README.txt with README.md

Patch is working and marking it to RTBC.

I applied and reviewed your MR and confirmed it replace README.txt with README.md. And it follows the README.md template → , you can ignore comment #9 since the project name is the only level one heading in the document, so it has one # sign only. Update the configuration section since it can be configured in your Drupal local. Please see the screenshots attached.
