Invalid PostCSS causes invalid CSS within new off-canvas CSS

As a change to module CSS, this should be minor-only.

There seem to be two merge requests open against this issue, both of them against 10.1.x. However, one of them looked like a bad merge with hundreds of unrelated changes, so I closed it.

It would be good to have before-and-after manual testing of the links in the affected off-canvas markup. Since this is changing markup output by core modules, I think that means we also need to check all of Claro, Olivero, Classy, Stable 9, and Starterkit to see if they need the same fix.

Think it would help to know where this appears?
