First link in modal has focus

Problem/Motivation

When clicking through to the download button modal, the first link on the modal content has focus, and is outlined in green. Is this necessary for accessibility? For sighted users it seems to place an importance on that first link that is not justified.

Steps to reproduce

Using latest Project Browser, click the "Download" button for a module that is not yet in your codebase.

Proposed resolution

Remove focus from the first link, or change focus to the entire modal window, rather than just that first link.
