Improve the readability on individual module pages by limiting the line length

Problem/Motivation

If you take a look at admin/modules/browse/webformon for example a 38inch external display the first line of the description is 390 characters long.

Even-though the line length is a AAA success criterium (WCAG2.1 1.4.8 - C20) on a page whose purpose is to educate and users spend time reading and informing themselves about a module I consider readability an essential factor.
You could try the straw test. Either take a straw or if you don't have one at hand form a loose fist and look through the thin hole on the side and now start to read in the first line with either the straw or the loose see through fist. Reading the line is manageable, the problem starts as soon as you reach the end of the line and try to jump to the beginning of the second line with that narrow sighting field. So the more characters you have per line the more challenging the line change becomes.

Steps to reproduce

- Go to admin/modules/browse/webform
- Go into full screen mode in your browser. The larger the monitor the more challenging the reading becomes.

Proposed resolution

Limit the line length to ~80 characters

    I don't think this should be a Project Browser problem. Based on conversations at DrupalCon the current core module page has the same or similar issue. So that being said it would seem that this should be a theme/core issue to resolve and not a project browser issue to resolve. I suggest closing this as "Works as Designed" or moving this issue to the core issue queue.

    I think line length is important and should be limited, but I also agree that this seems like an issue better suited for individual themes.

    I think there's good enough consensus here, and that we're seeing this pattern in Claro in other places (ex.g. modules List page) - if the screen gets super wide, the text gets super wide. Not ideal - we all agree limiting line length is good for readability - but closing here because I believe this should be fixed upstream (Claro, ex.g.) and we should not deviate to the extent we're able.
