EU Cookie Compliance Project - Update Categories

Postponed until a new smaller list of Categories is finalized.

Updated the issue summary to reflect the recent change to reduce the number of Categories from 55 down to 19.

I'm working on this at DrupalCon Portland 2024.

I think this module fits under the Administration Tools category.

I'd like to propose adding the following categories to the list

• Access Control - because it's possible that some site content is hidden/unavailable to users who do not consent
