Admin Toolbar Project - Update Logo

This is 22KB, should be 10K or less per #3277499 (meta).

Also, pngquant couldn't recognize this as a .png so we should double-check that.

I checked #16, and it's actually a .jpeg file with a .png extension. I don't want to convert that to a .png because the result would contain .jpeg compression artifacts.

I ran pngquant on #15 and reduced it to under 10k.

If @urvashi_vora could upload #16 as a PNG image, I'd be happy to reduce to the required file size.

Hi @urvashi_vora, that is a PNG image now, and it's within the file size limit, but the image is very grainy. Do you have a version without compression artifacts? If you can produce a clean version, I'm happy to sort out the file size issue, and I'm fairly sure I can do without noticeable reduction in quality.

Verified that admin_toolbar_logo_compressed.png is in PNG format, has correct image dimensions, and file size is under 10K.
