@daffie PHP and database requirements were set in January-ish and in CRs, so even though we didn't close the IIS issue until more recently, it meets the 'six months' deadline for end of July well enough.
I personally haven't given up on April 26th yet, we have jQuery 4 and PHPUnit 10 to finish which are hard blockers. Everything else like module/update removals can be done very quickly (and have been deliberately delayed so we only have to do things once instead of multiple times like we did for Drupal 10) and if they were the only things left we can probably squeeze things in / stretch deadlines slightly, since 10.3 beta doesn't depend on those and could go out exactly on time.
If jQuery 4/PHPUnit 10 aren't committable by April 26th though then almost certainly we'll need to push to the December window.
