Re-opening this to ask if the commit intentionally changed arrays to use the short syntax.
Drupal 7 supports PHP 5.2.5 and short array syntax wasn't added until PHP 5.4, so as a general rule no-one else is doing this in D7.

Yes, it was intentional.
I'm happy to support Drupal 7 version this year, but I'm not supporting outdated and not secure versions of php. - 🇨🇦Canada joelpittet Vancouver

To add to @MustangGB's point usually we are explicit about our support (if we use short array syntax) by adding a php directive in the info file.

Then likely @MustangGB wouldn't even needed to ask the question.
Hot tip, take it or leave it :) If it were composer then that new release wouldn't even update if the platform/PHP version requirements in the composer.json weren't met, which would likely be fine for the people who are happy to live in the past.
