Add Accessibility to the FormTips module

Steps to reproduce

  1. Go to any form
  2. Tab through the fields (tab will not stop at the formtips question mark icon
  3. Turn VO on and check if Voice Over is working for the formtips

Proposed resolution

Add Accessibility to the FormTips module:
Add tabindex = 0 to description popup and anchor question mark link tag
add href attribute to anchor question mark link tag for the focus+Enter key to work
add aria-labelledby attribute to anchor question mark link tag for the voice over to function
