Add Support for Tel: links

Remove stray console.log()

Works great for me on newest D10 build!

Works as expected for me on D9.5.10 PHP8.1.7 - tested with Font Awesome icons

The patch works well. The only minor issue is that the style of the new tel svg doesn't resemble the extlinks and mailto icons, which are outline graphics even when filled, rather than a solid shape like this new phone.

Would like to include with 2.0.x but will need a post_update hook and MR against 2.0.x

Added some test coverage and expanded settings/schema/form.
