Input migration doesn't include the placeholder attribute

Placeholder attributes need to migrated

Issue: Migrate webforms, placeholder is not appearing in the form while viewing it.

Solution: Add yml if placeholder value present for the element.

If title display is invisible then the input fields have no description, need to migrate the placeholders.
