This is working in 11.x with Claro with many more than 10 fields. I also installed Seven to see whether it might be theme-specific, but all good. So I guess this was fixed at some point.

I have 10 fields in my Views Field Area
1..10
I add an extra field 11.
When I try to rearrange my view fields, field 11 is not shown.
The I add field 12
When I try to rearrange my view fields, field 12 is not shown, but 11 is now shown!
Then I rearrange my fields as such that field 11 is in its place.
Then I remove field 12. So this works.
But I think it is still a bug that not all fields which are in a view page are shown when you try to rearrange them.
