There are a couple cases when uploading media is restricted to only one item:
In these cases, the "Save and Select" button is confusing to users as there is no other action to be taken. I believe this needs a UX review in order to determine if this option should be removed in these cases or possibly some messaging/instruction around what the benefit of this action is.

Definitely agree that either (1) when the media reference field limit is 1 or (2) In the CKEditor plugin that the "Save and Select" button is confusing to users as there is no other action to be taken. I'm not sure the process of obtaining an official Usability review, but I think this issue is still valid.
