Blocks added by Layout Builder should have 'Display title' unchecked by default

Problem/Motivation

We want to incentivize people to use layout builder to build bespoke pages. Most of the time, when building using the existing components provided (e.g. custom blocks on the site) you don't actually want to see the title. Most of the time, we find ourselves unchecking that checkbox.

Proposed resolution

Let's uncheck the checkbox by default for people.

When adding a block via layout_builder_add_block form, the label_display is set to "false".
