When adding a field to an entity with Javascript disabled, duplicate Label fields are shown, one for adding a new field, the other for reusing an existing field.
While we can't do much about the machine name field which is unnecessary for existing fields, we should probably combine the two Label fields into one. Alternatively we could leave Label and machine_name for new fields as is, placing the other Label field (for reusing fields) in a second column, right under the "re-use existing field" dropdown.
Is this relevant to accessibility? Unsure about that, so please remove the 'accessibility' tag if screenreaders get this right anyway.
