Table caption style in Claro

Problem/Motivation

In #2974071: [META] Improve context in admin UI tables for accessibility. → we are proposing to make more use of the table <caption> element. This is intended to give better context and navigation options for screen reader users in particular. It will be particularly useful in situations where there is more than one table on a page (e.g. the configuration page for content moderation workflow, which has three tables).

The WAI tutorial on table captions has useful info.

Proposed resolution

Some uses of the <caption> element will be visually-hidden, but it would be useful to have a style available for visible table captions. Drupal's admin UI is very extensible, and a visible table caption style could prove useful for various listings, dashboards, etc.

    I love the idea of making the caption visible as an option. It could definitely improve the experience by providing better context for everyone viewing it.

    The <caption> element is within the <table> so it is by default associated with data the tables so I'm not tagging this as 1.3.1 SC.
