In #3020716: Add vertical tabs style menu to media library → the media library is split up in separate tabs per media type. There might be cases where a user knows a media item exists (for example a video), but doesn't know the specific media type of the media item.
For the cases where a user want to reuse a media item but doesn't know the type, having an "All" tab with all media items could be very useful.
We still need to figure out how users should add new media items from this tab. This is being worked out in #3019150: Update/improve mockups and designs for the media library → .
