Add documentation to NullDestination destination plugin

I am deliberately not running tests for this documentation change. Let's get agreement on the wording before running tests.

I think the change makes sense but could we also add why it's setup to just throw errors?

More searching and I find that it is not just used in testing. It is also used by the entiry reference translation migrations.
