Always good to see more languages and translations!
We now have some instructions for adding a language to core. I have added a link to that in the Issue Summary but have not checked for what is complete and what remains to be done.
A missing language is not a bug, so changing to a task.

Verified the patch #31 on Drupal version 10.1.x. The patch applied cleanly and Luxembourgish language is now available in the language option. also verified that the user is able to add the language and tried to translate the text 'Content' to that language. Added screenshots for reference.

I reviewed this with Adding a language to Drupal core โ . On that page under 'Gather essential language information' is Step 4 about "plural forms" but that is missing directions on what to do with the information. Is there another file to change?
The language is available at localize.drupal.org. It was added in #1979552: Add luxembourgish (lb) language to l.d.o โ
What is the followup that is needed on Drupal.org customizations? I don't see that mentioned on the 'Adding a language ...' page.
