Figure out how to include .module/.module.php files without file_exists on runtime

Problem/Motivation

As part of #7269: [meta] Add .php extension to PHP files β†’ it would be great to figure out whether its possible to include .module/.module.php files without further runtime costs like having a file_exists call.

    'seven.theme' or 'node.module.php'.
    Do we have .module.php?

    If we are extending the discovery think this could use a change record

    #17 mentions a deprecation. If that's needed for sure.
