Make adding email recipients optional

Problem/Motivation

When creating a new form, the first step is to configure recipients. Once form submissions can be stored, it is no longer required to configure the form to send emails with submissions.

Proposed resolution

The process is re-ordered, so you can create a form first, and then add email recipients if that is desired, which mimics webform.

Remaining tasks

• Determine the updated workflow
• Possibly create some wireframes for review
• Update the UI to accommodate this
