Expose more language container parameters, to allow services to be language-aware efficiently

Problem/Motivation

To e.g. implement an alternative page cache that supports language negotiation, you need to know some things without instantiating the config system and other services:

  1. the default language (already a container parameter in core: language.default_values)
  2. whether the site is multilingual
  3. the supported (interface) languages
  4. the langcode mappings

Proposed resolution

  • Also turn 2, 3 and 4 in container parameters, similar to language.default_values.
  • Document langcode.default_values.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
