confusing double percent when importing translations on install

When installing drupal in Dutch, in noticed some confusing different percentages.
I understand this is probably a difference between the effective importing of those strings, and the percentage of the entire step.
I thought this as confusing, so reported it.

Perhaps this step / percentage could be expanded / replaced with the effective nr of strings imported / translated.

Also, if you use this tag, make sure the issue component is set to the correct subsystem. If an issue significantly impacts more than one subsystem, use needs framework manager review instead.

    In comment #8, 8 years ago, @Bojhan stated that this is a won't fix. It seems to have been an oversight to not change the status. Since there has been no further discussion I am changing to won't fix per #8.
