Can someone explain to me what the patch is doing? It doesn't seem to be functionally different, other than loosing the ability for translations to display the link elsewhere in the string.
Also, with a string change this would be minor only.

Tagging for IS update. From what I can tell these were broken links but think now it's fixing a different issue.

Starting over here.
I retested. When installing an outdated version, 9.4.1. I get the following mail.
There is a security update available for your version of Drupal. To ensure the security of your server, you should update immediately! See the available updates page for more information: http://dev1.ddev.site:8002/core/install.php/admin/reports/updates Your site is currently configured to send these emails when any updates are available. To get notified only for security updates, http://dev1.ddev.site:8002/core/install.php/admin/reports/updates/settings.
All of the URLs are 404.
Once the site is installed, If I force the sending of the update email I get this

These URLs go to a page. However the second URL, when viewed in MailHog has the trailing '.' as part of the href and, of course, that causes a 404.

Did some more testing and updated the IS.
I do not know how to fix this.
