The query created in user_admin_account(), listing all user accounts, does not add a tag and as such is non-alterable.
This can be fixed by adding the following line (for which I will submit a patch after I have an issue number):
$query->addTag('user_admin_account');

it's not desired any more by me, seeing as I opened it on some project I was working on 12 years ago. I probably wanted to alter the user admin page or something, which can be done in views now.
