I have tried to reproduced the issue with admin_toolbar:^3.1 and admin_toolbar:^3.2 with Drupal version 9.5.8 with Claro admin theme but nothing is break in styles with both version of 'admin_toolbar'. Attached screenshots for reference.
Have applied you code on 10.1.0-dev PHP version 8.1.13, It's working for me. Attached after before screenshots for reference.
